Environmental Planner

D.M. Wills Associates Limited is in search of an Environmental Planner to join our team.  This is full-time opportunity for an enthusiastic individual to master their skills in environmental planning and work collaboratively with a multi-disciplinary team in an Engineering Consulting environment.

Significant Qualifications Include:

  • Bachelor’s degree in Environmental Science, Environmental Planning, Geography or related field.

  • Minimum five (5) years of experience In Environmental Planning.

  • Negotiation skills with government agencies, public stakeholders, proponents, etc. to come to a feasible solution.

  •  Extensive knowledge of principles and practices of Class EA, RFP, and RFQ submissions

  • Extensive knowledge of principles and practices of project management and the ability to effectively consult and communicate with agencies, clients, and sub-consultants.

  • Strong knowledge of the Ontario Environmental Assessment Act (EA), Canadian Environmental Assessment Act (CEAA) and other related legislation such as the Fisheries Act, Species at Risk Act, Endangered Species Act, Planning Act, Greenbelt Act and Navigation Protection Act.

  • Solid knowledge of various disciplines relevant to watershed planning, natural hazard management, and environmental management. Firm understanding of provincial and federal environmental permitting processes as they pertain to the engineering and land development sector with relevant application experience.

  • Ability to prepare professional reports and make public presentations.

  • Strong analytical, organizational, and problem solving skills.

Key Responsibilities include but are not limited to:

  • Prepare and conduct Municipal, Provincial and Federal Class Environmental Assessments. 

  • Prepare proposals for a variety of Class EAs

  • Prepare Class EA reporting / documentation for environmental clearance.

  • Consultation and liaison with stakeholders of projects, clients and government agencies maintaining open communication, answering inquiries and addressing concerns as required.

  • Work with and support environmental team and project managers in carrying out the Class EAs.

  • Coordinate work with other Environmental Department staff, sub-consultants and interdepartmental staff.

  • Coordinate, develop and prepare consultation plans / letters, including government, regulatory agencies and indigenous communities.

  • Provide subject matter expertise on environmental components of in-house projects.

  • Engage in administrative duties including but not limited to: report writing, preparation of project work plans, scheduling spreadsheets, and budget and cost estimates.

  • Understand and determine the applicability of relevant local, provincial and federal government regulations on an individual project basis.

  • Ensure that timelines are met for all key deliverables.

Senior Project Manager / Engineer – Transportation Department

D.M. Wills Associates Limited is in search of a Senior Project Manager / Engineer to join our Transportation Department.

The successful candidate will lead a team of transportation engineering professionals.

Excellent leadership and management abilities, sound communication skills as well as superior written and oral presentation skills are essential.

Significant Qualifications include:

  • Professional Engineer licensed in the Province of Ontario or Project Management Professional (PMP) designation.
  • Minimum 5 years of Highway Engineering experience.

  • Minimum of 5 years of project management experience.
  • MTO experience is considered valuable and will be given preference.

  • Registered (or eligible for registration) in RAQS for various highway design categories.

  • Experience leading a multidisciplinary team.

Key Responsibilities:

  • Lead multidisciplinary teams to successful completion of Transportation Engineering Projects.

  • Manage multiple and/or major projects.
  • Coordinate all facets of assigned projects (schedule, cost control, quality, communication etc.).

  • Develop and maintain project budgets.
  • Secure new projects/clients and maintain existing clients.

  • Participate in the short and long-term priorities and objectives including specific department business development initiatives.

  • Coordinate quality control reviews and project submissions.
  • Review designs for completeness, constructability, public safety, adherence to design criteria, and drawing appearance.

  • Organize and perform site inspections.

  • Mentor junior staff in proper engineering/project management practices at the direction of the Department Manager.

Water / Wastewater Project Engineer

D.M. Wills Associates Limited is in search of a Water / Wastewater Project Engineer to join our team.  This is a permanent full-time opportunity for an enthusiastic, aspiring individual to master their skills in water and wastewater engineering.

The successful candidate will have a university degree in civil or environmental engineering, a professional designation or is qualified to become designated as a professional, minimum 5 years of experience, and excellent negotiation skills when dealing with clients and approval agencies.  The successful candidate will demonstrate excellent organizational and technical abilities, sound communication skills and good written and oral presentation capabilities.  The candidate will be responsible for project management and design of a variety of municipal water and wastewater infrastructure projects and lifecycle programs.  The person should be able to provide oversight on budget, planning, direction, staff assignments, sub-consultant direction and technical review.  The successful candidate will demonstrate proficiency in MS Excel, MS Project and MS Word.  A clear understanding of relevant provincial and municipal standards and experience liaising with municipal government and approval agencies will be given high consideration for this position.
